Holiday ideas in the area of Florida for 21yr old?

I'm looking to go on holiday with my friend to Florida … we are looking to turn the Tampa / Orlando area. We do not have a car so we need ideas for places to stay in the clubs and shops near what can only walk to and from places. Can anyone give me ideas on where to look? We like to drink and go party if that helps:) thanks! I have family that lives in Tampa and driving my friend and I to the Tampa / Orlando .. so I have to find somewhere out there … do not want Disney World … We go to clubs and drink and plot hahaha … any ?!?!?! other ideas
